New mother of a month old. He's congested & seen the DR twice. DR said it's a cold and he's fine. ?

We were told as long as he's breathing okay and no fevers then he's fine. Just use saline drops and the bulb syringe to get the mucus out. I'm doing this but he still sounds badly congested, should I take him in?
