Price to get a title transferred?

My boyfriend is going to get the title to his 95 Plymouth Neon transferred to his name. We went to someone and he said it would cost around $160 to get it done. The Kelly Blue Book value for his car is $2,700, and mine (a 92 Chevy Lumina) was $2,300, but the math doesn' t add up. If I was supposed to pay a .06% sales tax on $2,300, it would have been over $100, but I actually only paid about $50. I just need to know how much the tax would actually be, because if it's too much I won't even bother going to the DMV until I have the money(it's a 40minute drive for me).
