How will the nation pay for Health Care reform if the Medicare Actuary says there is no savings from Medicare?

There will be structural changes to Medicare, not just taking money from the system. Yes, it is in serious trouble, much worse than Social Security. Medicare doesn't just pay for those 65+. It also pays for other things like the system of dialysis in the country (all ages after two years of dialysis), and the organ transplant system. We need to change how we treat chronic illnesses--I know seniors who go to 10 or more doctors--that is what is not sustainable.
