Can Apple Charge "Data" fees on an Ipod TOUCH?

I have the 4th generation Ipod Touch, and I'm getting my apps with an account that has no money on it. One app suggested it used a large amount of data and I should check with my contract to see if it was covered... Well I don't have a contract, and I have no money to use... So will I get charged SOMEHOW for downloading the "Sirius XM Radio" app on the IPOD TOUCH 4?
