Can a state trooper revoke my residency status if i dont pay traffic citation fines?

Recently i was in a car crash in Pa. The state trooper claimed that if i didnt "deal with them" he would have my residency status revoked. I am a permanent legal resident. is he right and if he is wrong can i complain about him?
